Established in September 1969 as Rural Bank of Sta. Maria (Ilocos Sur), Inc., today’s Billease Bank, Inc. (A Rural Bank) carries forward more than five decades of community service. We uphold the rural banking tradition of providing accessible financial services to individuals, families, entrepreneurs, and communities outside major urban centers.
The Bank has historically operated as a community-focused rural bank, offering core banking services — deposit-taking and lending — supported by branch-based customer service. It maintains its physical presence in Sta. Maria, Ilocos Sur, while continuing to strengthen its operational, technological, governance, and risk-management capabilities.
Strategic Transformation
The Bank entered a new phase of development after the Billease Group acquired a majority stake in the institution. Following Billease’s public announcement of the acquisition in November 2025, the Bank began integrating Billease’s digital technology and consumer-finance infrastructure into its own operations, positioning itself to move beyond its branch to offer banking services in the app.
This transformation combines the Bank’s established, regulated banking platform with Billease’s digital technology, consumer-finance expertise, and customer ecosystem, enabling us to carry our tradition of personal service and community trust beyond Santa Maria. With Billease’s resources, we are preparing to expand access to banking services across the Philippines through services in the app, while maintaining our local branch and the relationships at the heart of our bank.

Billease acquires a majority stake
The bank joins the Billease group. Dennis Valdes, who previously led one of the largest rural banks in the Philippines, is appointed President and CEO to lead the expansion of its banking services into the app.

The Bank receives a ₱500 million capital injection from Billease, with total capitalization targeted at more than ₱1 billion by end-2026. The infusion will strengthen governance, systems, and product development as the Bank prepares to offer more banking services in the app.
